Irish Citizenship by Descent: Foreign Birth Registration Guide

Irish Citizenship by Descent: Foreign Birth Registration Guide

Ireland offers one of the most straightforward citizenship by descent programs in the world. If you have an Irish-born parent or grandparent, you may be entitled to Irish citizenship through Foreign Birth Registration (FBR). And with the Irish passport ranked #1 globally in 2025, the value of this citizenship has never been higher.

Irish citizenship gives you full EU freedom of movement (live and work in 27 countries), UK access via the Common Travel Area (unique among EU passports post-Brexit), and visa-free travel to over 180 countries.

Who Qualifies?

Your Parent Was Born in Ireland

If a parent was born anywhere on the island of Ireland (Republic or Northern Ireland), you are automatically an Irish citizen. No FBR needed. Just apply for your passport directly.

Your Grandparent Was Born in Ireland

You are entitled to Irish citizenship but must first register via Foreign Birth Registration. Once registered, you can apply for your passport. Current processing time: approximately 9 months.

Your Great-Grandparent Was Born in Ireland

You may be eligible only if your parent registered through FBR before your birth. If your parent never registered, the chain stops at the grandchild generation.

The FBR Application Process

Step 1: Gather Documents

  • Your original birth certificate
  • Your Irish-born ancestor's birth certificate (order from the General Register Office at gov.ie/gro)
  • All connecting birth and marriage certificates showing the lineage
  • Photo ID (passport or driving licence)
  • Proof of address
  • Passport-style photograph

For help finding records, see our guide on How to Find Irish Vital Records.

Step 2: Apply Online

  1. Create an account on the DFA's FBR portal at ireland.ie
  2. Fill in personal details and lineage information
  3. Upload scanned copies of all documents
  4. Pay the fee: EUR 278 (adults) or EUR 153 (under 18)

Step 3: Mail Original Documents

After submitting online, you must post your original documents to the Dublin office. Include certified copies as backup. The DFA does occasionally misplace documents.

Step 4: Wait

Current processing times (2026):

  • Standard: approximately 9 months
  • Best case: 7-8 months
  • Complex cases: 12-18 months

This is a major improvement from 2020-2022 pandemic backlogs of 24+ months. The DFA digitized its workflow in 2022-2023, significantly improving efficiency.

The DFA does not proactively send status updates. Check your application status on their portal monthly.

Step 5: Receive FBR Certificate and Apply for Passport

Once approved, you receive a Foreign Birth Registration certificate. Apply for your Irish passport through Passport Online (currently 15-20 business days).

Planning for Your Children

One of the most important reasons to complete FBR promptly: your children born after your registration date are automatically entitled to Irish citizenship. Children born before your registration are not automatically covered.

If you are planning to have children, complete your FBR first. The 9-month processing time means you should apply well in advance. See our full guide: Passing Irish Citizenship to Your Children.
